Funding Opportunities and Processes for Service Providers

Funding for immigrant and refugee newcomers programs is provided through a variety of methods.

Programs providing services to newcomers are funded through a variety of procurement options. The ministry typically issues Request for Qualifications (RFQ) or Request for Proposals (RFP) on BC Bid, and service providers prepare a proposal. Other solicitation options can include Request for Qualification (RFQ), Request for Information (RFI) and Request for Expression of Interest (RFEI) as tools to inform subsequent procurement. Occasionally, the province approaches groups or organizations directly and may make funding opportunities available to those parties. In this situation, a Notice of Intent to Direct Award would be posted on BC Bid to advise other interested parties.

Most programs are funded by both the B.C. government and the Canadian federal government under the terms of the Agreement for Canada-British Columbia Co-Operation on Immigration – 2004.
