Information, Support and English Language Services for Multi-Barriered Adults (Stream 1/3 blended)
Information, Support and English Language Services for Multi-barriered Adults blends Streams 1 and 3 services.
These services are offered in the Metro Vancouver area and include:
- outreach to target groups and assessment of needs and suitability;
- language training focused on the needs of the target group;
- orientation information integrated into the language training;
- referrals to specialized services;
- adjustment support, including support for cultural adjustments, and collaborations with other agencies; and
- service support, including child-minding during class time and participation in consultations and evaluations.
Funding for Information, Support and English Language Services for Multi-barriered Adults services is obtained through a Request for Proposals (RFP) process. RFP documents are available on BC Bid and can be located by using these guidelines:

Please note that the Ministry of Advanced Education and Labour Market Development assumed responsibility for BCSAP administration in mid-2008; prior to that date, BCSAP and related RFPs were administered by the Ministry of Attorney General.

Funding for Information, Support and English Language Services for Multi-barriered Adults is obtained through a Request for Proposals (RFP) process. The most recent RFP awarded contracts in various areas from July 1st, 2008 – June 30th, 2009. The Ministry of Advanced Education and Labour Market Development retains the option of extending these contracts for up to two additional one-year periods based on budget, service demands and contractor performance. It is anticipated that a new RFP will be issued in early 2011.
