Evaluation Reports

The British Columbia Settlement and Adaptation Program (BCSAP) evaluation framework, established in 2006, outlines evaluation issues and recommends a series of three evaluations: one process, followed by two outcomes evaluations.

The process evaluation was undertaken in 2006/2007 by Focus Consultants and concentrated on program strengths and areas of improvement, resulting in the BCSAP Formative Evaluation—Final Report 2006-2007 (PDF - 2.01MB). The report makes 27 recommendations, each of which is addressed through a ministry response.

The first BCSAP Outcome Evaluation—Final Report 2007-2008 (PDF - 786KB), conducted by Ference Weicker & Company Ltd. during April to December 2008, identifies appropriate outcomes linked to BCSAP. The focus is primarily on achievement of results, and builds on the data collection, analysis and evaluative conclusions from the process evaluation. The final report also makes five major recommendations, each of which is addressed through a ministry response.
