BCSAP Training and Competency Frameworks

In order to improve the consistency of settlement service delivery in B.C., a training framework (February 2007) and competency framework (August 2008) were created. The British Columbia Settlement and Adaptation Program (BCSAP) Training Framework report provides findings and recommendations for training and professional development for settlement service workers in B.C.

The report recommends a co-ordinated, competency-based, in-service training and professional development approach for settlement service workers. It supports a process of staff development for improving the performance of workers, designed to strengthen their competencies while they are on the job.

The framework outlines the vision, purpose, goals, collaborative partners, and roles and responsibilities associated with the various entities required to implement and sustain the in-service training and professional development system.

The Occupational Competencies Framework was compiled for staff providing services to immigrant and multicultural populations. The Competency Framework provides a comprehensive picture of the work performed by Settlement, Multicultural and Language Service Workers. It represents a blueprint of good practice which can guide the development of new and experienced practitioners and support the development of their respective organizations.
