Changes to the BC Provincial Nominee Program’s Skills Immigration

B.C. has made a series of changes to the BC Provincial Nominee Program’s (BC PNP) Skills Immigration. 

The changes include updating the Skills Immigration registration scoring system to increase immigration to regions outside the Metro Vancouver Regional District.

People with experience working or studying outside of the Metro Vancouver Regional District may claim additional points if they have a qualifying job offer in that region. We have also adjusted eligibility for the Economic Mobility Pathways Pilot (EMPP) to include job offers from a regional employer in B.C. in any skilled occupation.

In addition, eligibility for the International Post Graduate stream has been expanded to any field of study for doctoral level programs. Professors and post-doctoral fellows on limited term employment contracts at B.C. universities are now eligible for the Skilled Worker stream. Both of these criteria changes are intended to retain more innovators and experts that can bring their deep expertise to the province.

The BCPNP Online system has been updated and is now using the 2021 version of the National Occupational Classification (NOC).

Applications received before November 16, 2022 will continue to be processed using NOC 2016. All registrations and applications submitted on or after November 16, 2022 will need to use NOC 2021.

Highlights of changes:

  • The points structure has been updated to help regional employers retain people with experience working or studying outside of the Metro Vancouver Regional District 
  • Eligibility for the Economic Mobility Pathways Pilot (EMPP) has been expanded to any skilled occupation in the regions
  • The International Post-Graduate stream has been expanded to include doctoral graduates and PhD candidates in any field of study 
  • University professors and lecturers (NOC 41200) working at B.C. public universities on limited term contracts are now eligible for the Skilled Worker stream
  • The maximum points for human capital factors – education, work experience and language proficiency – has been increased
  • Points for NOC skill level have been removed
  • Other changes to criteria that protect the safety of British Columbians and strengthen the integrity of the program

October 12, 2022

Changing from NOC 2016 to NOC 2021

The Skills Immigration registration system will be unavailable from October 12 to November 16, 2022, to change from NOC 2016 to NOC 2021.

As a result, those who have not been invited to apply have been removed from the BC PNP registration pool.

In order to be considered for future invitations to apply, applicants will need to submit a new registration when the system reopens, after November 16, 2022.

Applicants may also wish to visit the NOC 2021 website to find the new NOC for their occupation. This will help them prepare to submit a new registration when the system reopens.

Those applying under the Health Authority, International Post-Graduate and Entrepreneur Immigration categories can continue to submit applications.

New BC PNP scoring

The BC PNP will also have a new scoring system after November 16, 2022. More details about the scoring and other changes will be available in November when a new BC PNP Skills Immigration Program guide will be posted.

Technical Update: BC PNP transition to NOC 2021

On Nov. 16, 2022, Immigration, Refugees and Citizenship Canada (IRCC) is switching to the 2021 version of the National Occupational Classification (NOC) system, known as NOC 2021.

To ensure a smooth transition to the NOC 2021, and to make additional program changes, the Skills Immigration online registration system will be temporarily unavailable from Oct. 12, 2022 to Nov. 16, 2022. The last invitation to apply (ITA) under the current NOC system, NOC 2016, will be issued on Oct. 12, 2022. Invitees will have up to 30 calendar days to submit their application. Applications will be processed using the program criteria in place at the time of application. Application processing times are anticipated to remain within the service standard of 3 months for 80% of applications. 

All Skills Immigration registrations remaining in the registration pool after Oct 12, 2022 will be removed from the pool and registrations will need to be resubmitted when the system re-opens. Individuals who do not receive an ITA before the temporary pause are encouraged to visit the NOC 2021 website to find the new NOC for their occupation. This helps in preparing to submit a new registration using NOC 2021 when the registration system reopens on or about Nov. 16, 2022. 

Entrepreneur Immigration ITAs will continue to be issued. Those applying under the Health Authority, International Post-Graduate and Entrepreneur Immigration categories can continue to submit applications until Nov. 13, 2022.  A notice will be posted advising of the system outage period and anticipated reopening timeframe.

When the system re-opens, a new BC PNP Skills Immigration program guide will be posted with more details about these changes.

Changes to the National Occupational Classification (NOC) 2021

On Nov. 16, 2022, Immigration, Refugees and Citizenship Canada (IRCC) will be adopting the 2021 version of the National Occupational Classification (NOC). This version updates the structural framework of the classification, making it more consistent, accurate and flexible.

We will be posting further information on how these changes affect BC PNP applicants over the next few months. Please check back in the fall.

BC PNP Statistical Report 2021 released

The BC PNP has released the statistical report for the year 2021. The report provides a range of statistical results about the program, including nominations, occupations, salaries, countries of origin, and regional distribution of nominees in the province. This year’s report also contains a new section outlining the program’s strategic priorities and performance measures for the program.

British Columbia reopens BC PNP Entrepreneur Immigration Base category

B.C. has ended the temporary pause to the Entrepreneur Immigration (EI) Base category and is now open to new registrations from experienced entrepreneurs.

The EI Base category was temporarily paused on July 19, 2021, to ensure it was aligned with government’s priorities and positioned to support economic recovery. As a result of an internal review, some changes have been implemented, effective immediately.

To support government strategic priorities, targeted invitations to apply may now be issued that are based on one or more factors, such as:

  • the business sector
  • proposed business location
  • community population
  • whether the business is a start-up or purchase of an existing business

B.C. continues to prioritize applications under the EI Regional Pilot to attract international entrepreneurs and businesses that support the unique needs of participating communities. 

We will continue to periodically conduct draws for high scoring entrepreneurs who have qualified for the registration pool. More information is available on the Invitations to Apply page. Priority business sectors will be posted on the Strategic Priorities & Initiatives section.

B.C. has also made minor adjustments to the EI registration scoring system to re-balance points between human capital, or the skillset of an individual, and economic factors. This change ensures that selected entrepreneurs have a strong foundation for success. Points have also been redistributed to increase the weighting for factors – such as the exploratory visit – that indicate an entrepreneur’s genuine intent and readiness to establish a business in the province.

Other changes aim to clarify program criteria and processes. As part of the province’s commitment under the Canada-B.C. Immigration Agreement, an independent evaluation of the program will be conducted in the coming months and may inform further changes. Any future updates will be posted on this page.

Entrepreneur Immigration Base Category to reopen in July 2022

The BC PNP Entrepreneur Immigration (EI) Base category will be re-opened to new intake in July 2022 with modifications. An updated EI Base Program Guide will be posted at the same time.

New intake under EI Base category has been temporarily paused since July 2021. During this time, all existing applications have continued to be processed.

The Regional Pilot and the Strategic Projects categories remain open to accept applications from those interested in investing and establishing a business in B.C.

Welcoming Ukraine

With thousands of displaced Ukrainians expected to relocate to British Columbia over the coming months, the Province is expanding services and supports to connect individuals and families to the help they need.

A new, dedicated Welcoming Ukraine portal is operational. Ukrainians moving to the province can connect to free services to find housing, sign up for health-care coverage, look for a job, sign children up for school, and learn about other community services and supports.

In addition to supporting displaced Ukrainians, the information can be used by British Columbians who want to offer support to Ukrainians such as housing, employment opportunities or donations.

As the situation in Ukraine evolves, so will B.C.’s response.

Entrepreneur Immigration – Base Category: temporary pause continues 

The temporary pause on the intake of new registrations to the Entrepreneur Immigration - Base category remains in place as we continue to review the category to ensure it supports government priorities, aligns with the StrongerBC Economic Plan, and prepares prospective applicants for the greatest chance of success. A further update will be posted by May 1, 2022. 

The temporary pause does not affect individuals who have been invited to apply or have already submitted an application. They will remain active in the system and will continue to be processed through to final decisions. For registrations that expired without receiving an invitation to apply, a new registration cannot be submitted during this pause. 

The registration pause does not apply to the following: 

  • The Entrepreneur Immigration - Regional Pilot category, which continues to accept new registrations
  • The Strategic Projects category, which supports international companies to set up a presence in B.C. and support senior staff for permanent residence
  • All Skills Immigration categories, which remain open

Healthcare workers, ECEs the focus of changes to BC PNP

On March 10, 2022, the Ministry of Municipal Affairs announced that B.C. is responding to the crucial need for more healthcare workers and early childhood educators (ECEs) by implementing changes to the BC Provincial Nominee Program (BC PNP) Skills Immigration stream to prioritize these occupations and increase support for the care economy. 

Key changes, effective March 10, 2022, include:

  • Targeted invitations to apply will give priority access to select occupations in the care economy, specifically registrants whose occupation is on a pre-determined list of in-demand health occupations as well as early childhood educators.  
  • Healthcare assistants and dental assistants have been added to the Entry Level and Semi-Skilled category as eligible occupations.
  • Targeted invitations to apply (priority access) replaces the registration points awarded for high demand occupations in the Labour Market Outlook.
  • Periodic general draws will be conducted for other skilled and semi-skilled workers who meet program criteria.
  • Invitations to apply can be based on various factors that support B.C. government priorities.
  • The Health Care Professional category has been replaced with the Health Authority category and is open to all occupations employed by a health authority.
  • An overview of Strategic Priorities & Initiatives has been added to the website. There are no changes to BC PNP Tech.
  • Workers in management occupations (grouped under Skill Type 0 in the NOC) may only register/apply under Skilled Worker categories; management occupations are not eligible under the International Graduates categories.
  • The requirement of two years directly related experience under the Skilled Worker category is replaced with two years of skilled experience.
  • Employer requirements are updated with new or clarified conditions.
  • Other changes to the Skills Immigration categories include clarifying or adjusting criteria, and updating definitions.
